On October 11, 2006 in Astana city the Prime minister of the Republic of Kazakhstan Danial Akhmetov signed governmental order RK "On statement of the Program of information inequality decrease in the Republic of Kazakhstan for 2007-2009". The program of information inequality decrease is developed by employees of Agency RK on informatization and service (further AIS RK). Its basic directions are: achievement of 20 % level of computer literacy of the population of Kazakhstan; achievement in Kazakhstan of 20 % level of E-services and Internet users and also increase of importance of information resources in daily life of citizens. Before official confirmation of the Program of information inequality decrease, workers of AIS RK started the work on achievement of one of purposes - 20 % level of computer literacy of inhabitants RK. In particular, the first in the country free of charge information analytical centre was opened in Taldykorgan where 51 persons were trained.

Infrastructure of centres of computer literacy increase will be created on the basis of present school computer classes (for training of workers of budgetary organizations, Ministries of Education, health protection, culture, information), and also on the basis of opening such classes in regional and rayon centres. Simultaneously, within the realization of the State program of education development, work on training students will be continued. For training workers of budgetary sphere and jobless population in 2007, 300 classes will be organized. For training military men in 2007, 68 classes will be organized. For increase of level of computer literacy of youth it is planned to enter obligatory testing of students of schools, professional schools, Lyceum, colleges and students of higher education institutions, so that this process is scheduled to capture 990 000 young men or 6,6 % of the population RK.

It is planned to create 69 computer classes in children's homes. Besides summer computer schools will be organized for all who wish. In regions of Kazakhstan it is scheduled to open 2000 classes on the basis of schools which will operate during summer vacations. Testing and training of workers of national companies and holdings of the country will be conducted. Thus, as a result of realization of the above-stated Program 2515 classes will be organized and 2 364 054 persons trained (15,7 %). In view of present level of computer literacy of the population about 5 %, after realization of the Program, the level of computer literacy in Kazakhstan will rise up to 20,7 %. In the country it is scheduled to conduct training rates for teachers of regions of Kazakhstan as carrying out of large-scale actions on liquidation of computer illiteracy of the population demands qualitative preparation of qualified teaching personnel.

In 2007 it will be trained 1000 teachers and 2000 students of IT-specialities for work in "summer computer schools", in 2008 - 100 more teachers and in 2009 - 100 more persons. Especially for this purpose in Kazakhstan it will be created the centre of preparation of teachers and distant training of computer literacy. In RK network of public access items will be created with the purpose of granting of equal opportunities of access to information resources to citizens of the country and taking advantage of opportunities of Internet resources (services of electronic government, other electronic resources and services). Basic component of process of computer literacy increase of the population is provision of all categories of Kazakhstani citizens with conditions for connection to the open information resources. For achievement of this purpose it is planned to develop national information-cognitive resources consisting of electronic library funds, multimedia fund "National heritage" and electronic tutors. It is scheduled to create distant training centres for increase of skill level in the area of information technologies. This process will be carried out due to development of domestic telecommunication infrastructure and organization of monitoring of process of maintenance of citizens by access to the Internet.

In this connection there is a necessity of decrease in tariffs for access to the Internet on phone lines; on access to the Internet on dedicated lines; development of telephone and optical-fiber networks of Kazakhstan; development of granting of access to the Internet through wireless Wi-Fi link; maintenance of velocity of the Internet for researchers and students. For creation in Kazakhstan competitive manufacture of citizens of information communication technologies accessible to the majority and services, it is necessary to develop a support system of business in sphere of ICT and involving in process of informatization of representatives of business and financial-bank sphere. The purpose will be reached due to development of free economic zone "Park of information technologies" in Almaty city, as a centre of innovative business, favorable conditions for attraction of investors in development of informatization sphere and support of domestic production of inexpensive computer equipment, software. And also engineering of measures on innovative activity stimulation of enterprises and private business in sphere of ICT including, in particular, development of financial mechanisms of innovative investment.

Important factor of interest stimulation in increase of level IT-education in RK is formation of measures system directed to increase of population needs in usage and development of modern information-communication technologies, including introduction in RK multilevel Programs of "National IT-certification", modification in the list of requirements for employment in the state organs. In particular, necessity of having IT-certificate and computer knowledge certification of civil servants. It is necessary to enter obligatory testing of 100 % graduates of average and higher educational institutions on computer science, to enter a subject of computer science into courses of qualification improvement of workers of education, culture and health protection spheres.
