MEDICAL AND SOCIAL ESTABLISHMENTS OF REGION (MSE) There are 14 medical and social establishments in the region by capacity of 2739 persons, including "Uba" sanatorium for veterans on 100 persons, 8 MSE - for aged and invalids of common type with 1160 persons, 3 - for psychoneurological patients where there are 1254 persons on service, 1 children's MSE for mental deficients with 105 sick children, there is the rehabilitation centre for children with locomotorium infringement on 120 places in Ust-Kamenogorsk city. ”Uba” sanatorium - 19798, 0 thousand tenge PRIORITY DIRECTIONS OF SOCIAL SUPPORT IN 2008 As a whole more than 3 billion tenge is stipulated on actions on social support of the population, that 24,3 % more than in 2007.
Measures will be taken on decrease in charges on municipal services payment, giving the right to housing help on average from 17 up to 10-11 % that will increase expenses of the budget by 18,5 %. More than 11 thousand families will be included in this program. In total 318,5 million tenge is stipulated in the budget of 2008 on rendering of housing help. The list of categories of the population of the region, having the right of reception of compensation for municipal services payment will be expanded. On these purposes it is allocated 199,8 million tenge in the budget. Additional support will receive more than 8 thousand people living in the region. Total sum of expenses of the budget on rendering of material aid to some categories of citizens in 2008 made up 654,2 million tenge.
Within the program of housing help rendering to the population the considered share of charges on municipal services payment, giving the right to its reception will drop on average from 17 % up to 10-11 %, that 17 % increase the quantity of its addressees.
200 grants of the regional akim will be given as social help to graduates of comprehensive schools from needy families for payment of training in high schools of the region. On these purposes the budget will allocate 52,5 million tenge. On payment of students’ education from among graduates of 2008 it is allocated 50,6 million tenge. The total sum of expenses will make up 103,2 million tenge.
With a view of keeping the teachers and doctors staff on village the work will be continued on granting material aid to graduates of the educational institutions, wished to work in a countryside. 200 young experts will receive this kind of support to the sum of 24,2 million tenge.
It will started the work on construction of Zimovyevsk medical and social establishment for psychoneurologic patients on 150 places. A total cost of the project is 317 million tenge. 90 million tenge is allocated in 2008 by the budget. Rayon and city budgets stipulated 52,6 million tenge on rendering of additional social help in conditions of inflation.
The regional budget stipulates grants for travel of citizens on local airlines to the sum of 100 million tenge and on railway transportation to the sum of 70 million tenge. ADDITIONAL FORMS OF SOCIAL SUPPORT The Solution of the regional maslikhat is executed on granting the social help to some categories of citizens for municipal services payment at the rate of 5 thousand tenge. 227,5 million tenge is stipulated on these purposes in the budget of this year. More than 7 thousand citizens received this kind of support. Means are completely mastered.
For the first time in the region we started to solve the important social problem - rendering of material aid on training in high schools for children from needy families.
179 young persons study in Semey state medical academy, Semey state pedagogical institute, East Kazakhstan state university after S.Amanzholov. The budget of the region spent 40,7 million tenge for a study fee. Means are completely mastered.
The Decision of the regional akimat is executed on granting material aid to graduates of educational institutions, wished to work in countryside.
116 young experts, including 90 teachers and 26 physicians addressed for material aid. Material aid is paid to the sum of 15,8 million tenge. Means are completely mastered.

4,6 billion tenge is stipulated for payment of compensation from the Republican budget for 2007 on the East Kazakhstan region.
