Was born on the 21st of November, 1954 in Zhangiztal village of Tarbagataiski rayon of the East Kazakhstan region. Has two higher education: in 1981 graduated the Kazakh state university after S.M. Kirov by profession "Journalism", in 2001 - Academy of public service at the President of the Republic of Kazakhstan by profession "Government".
On February 4, 2005 was appointed head of the department on languages development of the East Kazakhstan region.
Married, has 3 children.

Department on languages development of the East Kazakhstan region is a state executive authority, representative of function on the government and control for realization of the state language policy.

Basic activity directions:
1. Carries out of the state language policy, and also a representative, according to the legislation to coordinate activity of the state agencies concerning languages development;
2. Provides realization and coordination in implementation of the Law "On languages in the Republic of Kazakhstan", the State and regional programs of functioning and development of languages;
3. Realizes actions in sphere of languages development, aimed at harmonization of interethnic relations, preservation of stability in the society, education of the Kazakhstan patriotism;
4. Organizes research works concerning the state policy in the sphere of languages, develops complex programs on expansion of spheres of functioning state and other national languages;
5. Promotes creation of condition for harmonious development of Russian, English and other languages of Kazakhstan's people.
6. Provides activity of the regional onomastic commissions, and also conducts the analysis onomastic fields of the region;
7. Cooperates with creative unions, national-cultural centers and other public associations on observance of the legislation on languages, realization of the State program of functioning and development of languages.
