Belikhin Ivan Vasilyevich was born in 1948 in village New Koluton of Tselinograd region, nationality – Russian. Graduated the Tselinograd agricultural institute, by profession - engineer-mechanic. From 1971 till 1973 served in the USSR Army as an assistant of the company commander. From 1973 till 1994 - a chief engineer of agriculture administration, director of state farm "Karasuyski", first deputy chairman, chairman of executive committee of People's Deputies Counsel, deputy Head administration of the Charski rayon of Semipalatinsk rayon. From 1994 till 1997 - a head of administration, Charski rayon Akim of Semipalatinsk rayon. In 1997-2001 - Akim of Zharminski rayon of the East Kazakhstan region. From 2001 till 2006 headed Ulanski rayon of the East Kazakhstan region. Since March, 2006 deputy Akim of the East Kazakhstan region. Married. Has two children. Direction of activity Public institution "Land relations Administration of the East-Kazakhstan region" was created in January, 2005 on the basis of Decision of the Eastern Kazakhstan Akimat from the 24th of December, 2004 №40 "On structure of state agencies of the region" (official body "State land inspection of the East-Kazakhstan region" was renamed in "Administration of land relations of the East-Kazakhstan region"). Administration of land relations of the East-Kazakhstan region is authorized on performance of functions on regulation of land relations. Primary goals of Administration are: - Protection of interests of the state in the sphere of land relations at the local level
- Preparation of documents on granting and withdrawal of lots entering into the competence of the regional agency
- Development of programs of rational land use, increase of soil fertility, protection of land resources
- Coordination, management, control for activity of the regional, city agencies concerning the use and protection of land resources.
Basic economic parameters: Eastern Kazakhstan takes the third place among regions of the Republic on the area of the territory. The land fund of the region is 28322,6 thousand hectares that makes up 10,4 % of the territory of the Republic. The territory of the region is divided into 18 administrative units, including 15 rayons and 3 cities: Ust-Kamenogorsk, Semipalatinsk, Ridder.
