Karymsakov Tlek Uvaliyevich was born on the 7th of June, 1952 in Ayagoz village, and from 1955 lived in Leninogorsk (nowadays Ridder).

In 1969 after finishing the secondary school N13 in Ridder entered the physical and mathematical faculty of Ust-Kamenogorsk pedagogical institute after graduation worked in 1973 as mathematics teacher in the sanatorium boarding school in Ridder. That year was called in numbers of the Soviet Army, in the army served in 16 194part, and after demobilization returned to the native collective where in 1976 was appointed deputy director on teaching and educational work. Those years, young teacher Tlek Karymsakov, till dinner conducted lessons of mathematics, after dinner for pupils conducted radiocircle, volleyball and basketball section equipped by modern cabinet of mathematics in which from simple slide projector and film-viewing devices made devices with remote control with display on the day time screen, i.e. without blackout of windows.

Significant event for dynasty of teachers of Karymsakovs (father Uvaliy Karymsakovich was mathematics teacher, mother Shamsiya Mukhomedyarovna was teacher of elementary school, wife Raziya Kaukenovna teacher of Russian language and literature) became rewarding of T.U. Karymsakov in 1981 with "Sign of Honour" as in this award there was a merit of each of them.
In April, 1983 Karymsakov T.U. was appointed director of Leninogorsk boarding school for visually impaired children where his organizing abilities were showed, skill to operate collective, to rally people. In August, 1986 Tlek Uvaliyevich was invited by deputy head of the East Kazakhstan regional department of education, then he became the first deputy head of regional administration of education and worked on this post till 1993.
In 1993 Karymsakov T.U. moved to Almaty where was engaged in commercial activity, and then in October, 1997 was appointed director of school-lyceum of space natural study, in April, 1998 was appointed deputy director of education administration of the city. From 1998 till 2001 worked acting director of education department in Almaty.

New page in biography of Tlek Uvaliyevich became September, 2001 when he was appointed General director of the traning-improving center "Bobek" on the basis of which under direction of the first lady of the Republic of Kazakhstan Sara Alpysovna Nazarbayeva the school-grammar school "Samopoznanie" first in Kazakhstan was opened in September, 2002.
From March, 2003 till March, 2005 - first deputy director of department of education of Almaty.
From March, 2005 till January, 2006 - first deputy director of department of education of the East Kazakhstan region and since January 24, 2006 - director of department of education.

Tlek Uvaliyevich has awards "Honour of education of the Republic of Kazakhstan", "Honourable worker of education of the Republic of Kazakhstan". In 2001 awarded with medal "Kazakhstan Respublicasynyn teuelsizdigine 10 zhyl" and the Letter of thanks of the President of the Republic of Kazakhstan of N.A. Nazarbayev.
Hobby - books, mountain skiing, navigation.
T.U. Karymsakov is married, has two children, daughter - economist, son - children's surgeon.
Spouse of Tlek Uvaliyevich - Raziya Kaukenovna - teacher of Russian language and literature, more than 20 years trained and brought up children-orphans, at present works in the Kazakh-Turkish lyceum, loving mother and wife, true, devoted friend.

1.1. Head of department submits and receives orders, working orders from the region Akim, supervising deputy region Akim, other heads of the region Akim Machinery, the Ministry of Education and science of the Republic of Kazakhstan and its Departments.
1.2. The chief of department publishes orders, decisions and methodical instructions concerning formation within the limits of the competence obligatory for execution in territory of area
1.3. The chief of department is appointed and released from a post according to the current legislation.
1.4. The chief of department is guided in the work as the Legislation of Republic Kazakhstan, the normative legal certificates adjusting work of an education system, decisions and orders of the region Akim, decisions of the regional Maslikhat, orders and decisions of the Ministry of Education and science RК and its Departments, rules of the domestic labour schedule and present official.

2. Primary goals
2.1. Management of complex of works on realization of the state policy in the sphere of education, Decrees of the President, the governmental orders of the Republic of Kazakhstan, orders of the Ministry of Education and science and the State programs concerning the sphere of activity of Department of education on the territory of the region.
2.2. Drawing up of programs of education system development of the region.
2.3. Rights assurance of citizens on getting according to the Constitution
of the Republic of Kazakhstan of obligatory secondary education at organizations of all patterns of ownership on the territory.

3. Basic duties
3.1. Implementation of the Law of the Republic of Kazakhstan "On education" on the territory of the region.
3.2. Development of budget project of education of the region and indicative plan for development of education system of the region.
3.3. Realization of children account of preschool and school age, their training before getting the secondary education by them.
3.4. Will organize trusteeship and guardianship of the minors who have remained without care of parents, places in children's homes and boarding schools.
3.5. Organizes and conducts within the competence the periodic control for conformity of provision of teaching and educational process to requirements of the state general educational standards of education in organizations of education of the region irrespective of patterns of ownership and departmental subordination.
3.6. Conducts certification of pedagogical workers and appropriates it qualifying categories.
3.7. Places on competitive basis the state educational order for preparation of workers and experts at professional schools, professional lyceums and colleges.
3.8. Appoints and dismiss heads of the state preschool, out-of-school organizations, organizations, initial and secondary professional due to means of the regional budget.
3.9. Represents statistical reports to higher bodies concerning preschool, average general, initial and secondary vocational training.
3.10. Approves charters of the state organizations of education financed from means of the regional budget.
3.11. Plans and organizes retraining, improvement of professional skill of pedagogical staff and methodical maintenance at the regional level through the network of methodical cabinets.
3.12. Conducts licensing and certification of organizations of education within the competence.
3.13. Controls rational and target use of the budgetary funds allocated for the provision of education department machinery and organizations subordinated to it.
