Nabiyev Ersain Akhmetvaliyevich, doctor of pedagogical sciences, professor was born 14/8/1960 in Ust-Kamenogorsk city.

In 1983 graduated from Ust-Kamenogorsk pedagogical institute on speciality - teacher of history. The captain of a stock He served in air-raid troops of the country. Labour activity started from 1978. All professional way is connected with education.
Nabiyev E.A. worked as a teacher of history at school №25 of Ust-Kamenogorsk city, teacher of pedagogics faculty in Ust-Kamenogorsk pedagogical institute (nowadays the East Kazakhstan State University after S.Amanzholov).
Nabiyev E.A. has good organizing abilities, high professionalism. During more than 10 years he worked on supervising posts in the higher school as deputy head of research sector of EKSU, scientific secretary of East division of the National Academy of sciences of the Republic of Kazakhstan, director of Institute of professional development, pro-rector of the East Kazakhstan State University, rector of the East Kazakhstan classical university, vice-president of Kazakhstan-American free university.

Nabiyev E.A. successfully combined administrative work with scientific and pedagogical activity. In 2003 protected thesis for a Doctor's degree on a theme «Becoming and development of theory and technique of professional education in the Republic of Kazakhstan». Nabiyev E.A. has more than sixty scientific proceedings, including monographs and manuals.
In June, 2006 Nabiyev E.A. was a delegate of unifying congress RP «Otan». On results of congress’s work he was elected a member of political council of the unifying republican party «Otan» from the East Kazakhstan region. Now he is a member of bureau of Ust-Kamenogorsk political council NDP «Nur Otan», chairman of regional Council on struggle against corruption EK branch NDP «Nur Otan».
Having won elections on 16-th electoral district in city maslikhat, Nabiyev E.A. on August 28, 2007 at the first session was unanimously elected secretary of Ust-Kamenogorsk city maslikhat.

Nabiyev E.A. is a Honourable professor of EKSU after S.Amanzholov, awarded with Anniversary medal «10-th anniversary of Astana city», breastplate MES RK «Honourable worker of education of the Republic of Kazakhstan», letters of thanks of the President of the Republic of Kazakhstan N.A.Nazarbayev, of rector of EKSU after S.Amanzholov, academician A.M.Gazaliyev.

Since October 5, 2009 he was appointed head of department of education of the East Kazakhstan region.

Provision of execution of the law of the Republic of Kazakhstan «On education» on territory of region; development of budget project of education of region and indicative plan for development of education system of region; realization of account of children of preschool and school age, provision their training up to reception of secondary education; organization of trusteeship and guardianship of minors who remained without parents’ care, their premise in children's homes and boarding schools; organization, carrying out within the limits of powers and periodic control for conformity of maintenance of teaching and educational process to requirements of the state general educational standards of education in organizations of education of region irrespective of patterns of ownership and departmental subordination; carrying out of certification of pedagogical workers and assignment of qualifying discharges; putting on competitive basis the state educational order for preparation of workers and experts at professional schools, professional licea and colleges; appointment and dismiss principals of state preschool, out-of-school organizations, organizations of secondary education, initial and average vocational training, financed due to means of the regional budget; representation of statistical reports in higher bodies concerning preschool, average common, initial and average vocational training; statement and coordination of charters of the state organizations of education; planning and organization of retraining, improvement of professional skill of pedagogical staff and methodical provision at regional level through network of methodical cabinets; carrying out of licensing and certification of organizations of education within the competence; control for rational and target usage of budgetary funds allocated on maintenance of department machinery and organization subordinated to it.
