Legislation About the head  Head of the administration on state control for emergencies and industrial safety of the East Kazakhstan region (ASC for E and PS EKR) is Kunanbayev Nurbek Seitkamzinovich.
After graduation from the Kazakh polytechnic institute started to work as a mining master on the Ognevka mine, in some years he already became head of Yubileiny Belogorski mining complex (1981 – 1994). After transfer on the post of head of technological department of the East Kazakhstan district Gosgortekhnadzor Administration soon became head of department on the state control for emergencies and industrial safety of the Eastern Kazakhstan.
Qualification by education mining engineer and engineer-economist.
Has scientific degree - candidate of technical sciences.
Awarded with sign of “Miner's glory” of III degrees - 2000, a sign of “Miner's glory” of II degrees - 2001, a sign of “Miner's glory” of I degrees - 2004, a sign «Enbek Danky» of III degrees - 2006.

Official duties of ASC for E and PS EKR include carrying out of inspections of sub-enterprises. The control for the state of battle readiness, equipment and conducting preventive work by subdivisions VASS "Ken". Participation in investigation of reasons and circumstances of accidents and failures caused by non-observance of technological processes at dangerous industrial objects. Participation in the commissions on objects’ putting in operation, to trial of samples of new technics, technologies, dangerous substances. Consideration and coordination of plans for development of mining work, predesign and design materials. Licensing of dangerous kinds of work (explosive work, manufacturing and trial goods grasping mechanisms, etc.). Registration of vessels and pipelines working under pressure, load-lifting mechanisms. Delivery, within the delegated powers on licensed work. Consideration and delivery of conclusions on declarations of dangerous industrial objects. Control for contracts’ conclusions of binding insurance civil-legal responsibility of owners of objects which activity is linked to danger of causing of harm to the third parties. Carrying out of examination at principals of the under control enterprises under normative documents of the safety precautions. Participation in the commissions on examination at experts and the workers borrowed on dangerous views of WRK.
