Tleubayev Dauren Adylkhanovich – head of Statistics Administration of Eastern Kazakhstan

Tleubayev Dauren Adylkhanovich was born January 1, 1963 in Akzhar settlement of Tarbagatai rayon of East Kazakhstan region. He graduated from the Kazakh polytechnical institute named after V.I. Lenin, Almaty institute of economy and statistic.

Official duties:

Head organizes and supervises the work of Administration, carries out the control for the activity of structural divisions, bears the personal responsibility for implementation of objects assigned to Administration and realization of the functions by it.
In these purposes the Head of Administration:
1) issues orders;
2) defines powers and duties of assistants and heads of structural divisions;
3) approves regulations on structural divisions;
4) according to the legislation of the Republic of Kazakhstan appoints to posts and releases from posts of workers of Administration;
5) represents Administration in the state agencies and other organizations according to the current legislation of the Republic of Kazakhstan;
6) imposes summary punishments, encourages workers of Administration in the order established by the legislation of the Republic of Kazakhstan;
7) carries out of other powers according to the legislation of the Republic of Kazakhstan.
Head is chairman of Administration board.
He considers and solves questions of departments of accounting and financial works, personnel, special work and spreading of statistical data, information technologies, population census, rayon (city) statistics departments.

Directions of activity:

Mission: Realization of gathering, processing and distribution of statistical data about facts and processes occurring in economic, social, demographic and ecological spheres of the region.

Purposes: satisfaction of needs of users in the statistical information, improvement of quality of statistical production and services, creation of effective system of distribution of statistical information. The information is given to the state agencies according to the List annually approved by the Government RK

From January 18, 2005 №24 official agency - Information centre-statistical VKO was reorganized by the governmental decree of the Republic of Kazakhstan by its connections to the territorial agency of Agency RK according to Administration of statistics VKO, with transfer to the last the functions on gathering the information.

FROM HISTORY OF STATISTICS ADMINISTRATION ON EKR

East Kazakhstan region was organized in February, 1932 in connection with introduction new administrative-territorial division in Kazakhstan. Since that time Regional administration started to function in the region which supervises the activity of inspectorates of earlier existed two regions: East Kazakhstan and Semipalatinsk.  
In March, 1941 the East Kazakhstan administration of national-economic account is renamed into Statistical administration of the East Kazakhstan region with submission to the Authorized State plan of the USSR on Kazakh SSR, and since August, 1948 - in Statistical administration of the East Kazakhstan region at the Minister council Kazakh SSR with corresponding local statistical organs, i.e. the system has been reverted the status of self-maintained organ of state statistics.
History of statistics development in East Kazakhstan begins with output in 1939 of Semipalatinsk region from East Kazakhstan. The same year the East Kazakhstan regional statistical administration was created.
In 1997 territorial changes are again produced, Semipalatinsk region was included in East Kazakhstan region. Statistical organs were unique system which supplied supervising and plan organs with operative and statistical (generalized) information about state and development of economy and culture, about course of performance of economic plans. Owing to this fact terms of gathering of statistical information have considerably shortened. Tens thousand exponents are annually transferred and accepted on data links.
Today 400 persons work in Statistics Administration on EKR. 11 departments of statistics administration and nineteen departments of rayons and cities carry out gathering, processing and representation of summary data, and also perform work on users’ requests. It is assigned to gather primary statistical information on region and data transfer in Agency RK on statistics. Besides 46 interviewers are engaged in inspection of 1380 house facilities, 29 persons are engaged in registration of prices on foodstuffs and nonfoods, and also price following for various services.
Affiliated state enterprise “Computer center on statistics” carries out input, processing and realization of statistical information where 85 persons work.
