Director of department - Barmakov Sairanbek Soltanbekovich
Barmakov Sairanbek Soltanbekovich was born on July 9, 1963 in Zaisan town of the East Kazakhstan region. Has higher education, 1981 - 1986 studied in Ust-Kamenogorsk Building-road institute on speciality «Building and road machines and equipment», received qualification - engineer-mechanic. 2004-2007 studied in absentia at the East Kazakhstan state technical university after D.Serikbayev on speciality «Construction of highways and air stations», received qualification - engineer-builder.

Labour activity

Official duties of director of department:

1.    Director of Department organizes and controls for the work of Department and bears the personal responsibility for performance of objects assigned to Department and realization of functions;
2.    Carries out state account of highways of common using;
3.    Conducts and organizes the work on construction, reconstruction, repair and maintenance of highways of republican value according to the legislation of the Republic of Kazakhstan on highways, state purchases and concessions;
4.    Control target usage of allocated means from the republican budget on construction, reconstruction, major overhaul, average, operating repair and maintenance of highways of republican value;
5.    Participates in control for target usage of allocated means from the republican budget on construction, reconstruction and major overhaul of highways of local value;
6.    Carries out control for observance of norms and standards accepted in the area of designing, maintenance of demanded quality at construction, reconstruction, repair and maintenance of highways.
7.    Gives out temporary short-term use of land lots of right-of-way strips of highways of international and republican value, not used by road organs or concessionaires;
8.    Coordinates placement in right-of-way strip of f objects of trade, public catering and other objects of service, and also their advertising.
9.    Carries out state control for observance of highways use instructions;
10.     Carries out control for state of highways, maintenance of uninterrupted and safe traffic;
11.     Carries out control for creation and operation of paid highways.

Direction of activity of department:
1. Realization of state policy in sphere of highways network development;
2. Maintenance of served highways and constructions on them the way to provide uninterrupted and safe travel of vehicles;
3. Control for highways;
4. Carries out of state registration of highways of common using;
5. Organizes the work on construction, reconstruction, repair and maintenance of highways of republican value according to the legislation of the Republic of Kazakhstan on the state purchases and concessions;
6. Coordinates granting the parcels for placement of objects of road SVC in roadside strips or objects behind their limits when 4 access 2 them the entrance is required; 
7. Gives out temporary short-term use of land lots of right-of-way strips of highways of international and republican value, not used by road organs or concessionaires;
8. Coordinates placement in right-of-way strip of f objects of trade, public catering and other objects of service, and also their advertising.
