Kudamanov Bakytzhan Shegenovich – director of Department.

Was born in 1948, in Chili rayon of Kyzylorda region, Kazakh by nationality, has higher education. In 1979 graduated from the Alma-Aty institute of national economy on speciality - «Finance and credit».
He began his labour activity as a chief inspector of cash operations department of regional office of the State Bank (1970-1973); chief cashier, deputy chief, head of Turgai regional administration of the State Labour Savings Bank (1973-1985); party instructor, assistant to the first secretary of regional committee of party of Kyzylorda regional committee of party of Kazakhstan (1985-1991).

Was chairman of Kyzylorda Bank of joint-stock-commercial Foreign trade and investment bank of Kazakh SSR ((1991-1993); director of monetary and credit policy of National bank of the Republic of Kazakhstan (1993-1995); in 1994 graduated in absentia from the Kazakhstan institute of management, forecasting economy on speciality «Management of social and economic processes»; Chairman of board of «Ak zhol bank» JSC (1995-1996); Chairman of board of "Kazpostbak" APB (1996-2000); President of investment financial company "Ay-zhas" (2000-2001); Aral rayon akim of Kyzylorda region (2001-2004); head of department of regional business development and support (2004-2005); President of investment financial company "Ay-zhas" (2005-2008).
From August, 2008 worked as an expert of administrative work Department of Agency of the Republic of Kazakhstan for natural monopolies control. 
Since October 14, 2008 he was appointed Director of Natural Monopolies Control Department on the East Kazakhstan region of Agency of the Republic of Kazakhstan.

Official duties of director:
General management of activity of Natural Monopolies Control Department on the East Kazakhstan region of Agency of the Republic of Kazakhstan.
Represents Department in relations with Chairman of Agency of the Republic of Kazakhstan for natural monopolies control, East Kazakhstan regional akim, city and rayon akims of the East Kazakhstan region, Court, Office of Public Prosecutor, Justice Administration, and also other state organs, organizations and officials.

Controls questions:
Execution of acts of the President of the Republic of Kazakhstan, Government of the Republic of Kazakhstan, Chairman of Agency of the Republic of Kazakhstan for natural monopolies control;
Cooperation of Department with similar state organs of the Republic of Kazakhstan;
Provision of state performing discipline;
Selection and placement of personnel;
Financial and material provision;
Expansion of sphere of official language usage;
Organization of protection of the state secrets of the Republic of Kazakhstan;
Coordination of current activity of structural subdivisions of Department;
Control for execution of normative legal acts;
Legislative and normative legal provision;
Claim work and administrative practice;
Licensing within the competence of Department.

Directions of activity of department, management: Department carries out the activity according to the Law of the Republic of Kazakhstan "On natural monopolies and controlled markets", carries out the following functions as a territorial structural subdivision of Agency of the Republic of Kazakhstan on natural monopolies control:
1) carries out control and regulation of subjects of natural monopolies on territories of the East Kazakhstan region;
2) forms and conducts local division of the State register of subjects of natural monopolies;
3) approves in accordance with established procedure:
- Tariffs (prices, rates of gathering) or their marginal levels;
- Tariff estimates;
- Normative technical losses, technical and technological norms of charge of raw material, materials, fuel, energy, specifications of number of personnel of a natural monopoly subject;
- Investment programs and (or) investment projects;
4) coordinates:
- Annual estimates of expenditures directed to current and capital repairs and other repair-and-renewal operations;
- Lists of staff and marginal level of payment of executives of administrative personnel;
- Size and mechanism of payment collection for purchase and installation of account devices;
5) controls:
- Prices for goods (work, services) of market subjects taking predominant (exclusive) position in the commodity markets in the area of railway transportation, electro-and power system, transportation of oil, mineral oil and gas, civil aircraft, port activity, delegated by Agency;
- Prices for goods (work, service) on nomenclature positioned by the Government of the Republic of Kazakhstan;
6) carries out:
- Licensing;
- Control for order of rendering of paid services by the state organs;
