Director of Department - Kizatov Bakytbek Kurmanbekovich

Bakytbek Kurmanbekovich was born on November 16, 1962 in Akzar village of Tarbagatai rayon of the East Kazakhstan region.
Has higher education. From 1980-1985 studied in Moscow engineer institute of agricultural production after V.P. Goryachkin by profession "engineer-mechanic".
After graduation from the Moscow institute, in 1985 started the labour activity in the system of Goskomselhoztehnik of Kazakh SSR. From 1988 till 1990 served in the Army. From 1990 till 1996 worked as a chief engineer of regional base of MTS Agropromtehnik.
From 1996 till 2001 worked in state labour inspection as a state inspector of labour safety, deputy head of department, head of department. In 1999 graduated from the East Kazakhstan state university by profession finance and credit. In March, 2001 was appointed director of Department.
Married, has two children.

DIRECTION OF ACTIVITY
Department for Control and Social Protection of population of Ministry of the Republic of Kazakhstan on the East Kazakhstan region is a territorial agency of the Ministry of Control and Social Protection of the population of the Republic of Kazakhstan, granting of pensions, grants and other social payments, definition of group of physical inability, its reasons, degrees of disability, physical inability to children till 16 years, and also time of approach and terms of physical inability, the state control for observance of the legislation on work, about safety and labour safety, employment of the population, about provision of pensions and to other questions of social protection of the population.

Key objects of Department are:

Functions of Department carried out in accordance with established procedure positioned by the legislation:

1) participation in development and realization of programs due to the scope of activity of the Ministry;
2) preparation and making suggestion on further perfection of system of social protection of the population;
3) participation in perfection of normative legal base, due to the scope of activity of Department;
4) carrying out of checks on observance of the legislation of the Republic of Kazakhstan about work, safety and labour protection and health, employment of the population;
5) analysis and generalization of reasons of infringements of the legislation on work, safety and labour protection and health, employment of the population;
6) participation in work of commissions on taking in operation of objects of industrial purpose;
7) carrying out of investigation of group, lethal and heavy accidents at manufacture and analysis of reasons of industrial traumatism and occupational diseases;
8) carrying out of examinations on safety and labour protection at heads and persons responsible for safety and labour protection in organizations, according to the rules approved by authorized organ on safety and labour protection;
9) interaction with trade unions and associations of employers on perfection of norms of safety and labour protection;
10) organizational-methodical management and carrying out of medico-social examination and rehabilitation of invalids, information-statistical analysis of physical inability;
11) assignment of pension payments from the State Pension Payment Centre (SPPC) and social payments from the State fund of social insurance;
12) assignment or refusal in payments of state social benefits because of physical inability, on occasion of loss of supporter, on age, state special grants under the List 1 and special welfare payments from SPPC and other social payments in accordance with established procedure positioned by the legislation;
13) check of reliability of documents represented for assignment of social payments from the State fund of social insurance;
14) control for duly and full assignment of social payments and their reception from the State fund of social insurance;
15) carrying out of explanatory work on assignment and receptions of social payments from the State fund of social insurance;
16) notice in written form of applicants about accepted solution of assignment or refusal of assignment of social payments through structural subdivisions of SPPC;
17) check of quality of affairs’ layouts formation represented by territorial divisions of SPPC;
18) rendering of organizational-methodical help to branches and devisions of SPPC in formation and preparation of affairs’ layouts of addressees of grants, pension payments, social payments from the State fund of social insurance, and also maintenance of account pension and private affairs of addressees of pensions, grants, pension payments from SPPC and social payments from the State fund of social insurance;
19) definition of degree of disability at participants of system of obligatory social insurance at approach of cases of social risk and at persons who received mutilation, occupational disease because of execution by them of labour duties, and needs of realization of additional measures of social protection;
20) delivery of inferences to invalids and victims about needs in sanatorium treatment, additional nutrition, nursing, including special medical, purchase of medicines, subjects of care of patients, prosthetic repair, special means of transportation and other kinds of help at presence of medical indications;
21) definition of causal relationship of death of a person with industrial injury, occupational disease and with other circumstances at which social payments to family of the dead are assignment according to the legislation of the Republic of Kazakhstan;
22) control for realization of individual program of rehabilitation of invalids (definition of kinds, forms, terms and volumes of actions on medical, social and professional rehabilitation) and definition of efficiency of actions;
23) prolongation of terms of temporary invalidity for the period of medical rehabilitation;
24) formation of databank for the state statistical account of invalids and studying of conditions, dynamics and reasons of physical inability in regions;
25) data representation in military commissariats on all cases of recognition by invalids of persons liable for call-up and persons of military age;
26) rendering of advisory help to doctors of health protection organization on medico-social examination and rehabilitation of invalids;
27) informing of public, including by means of mass media according to all directions of activity of Department;
28) organization and realization of measures on improvement of professional skill of employees;
29) reception of citizens and consideration of applications, letters and complaints of citizens, references of workers and employers on issues due to the competence of Department.
