According to the Governmental order of the Republic of Kazakhstan from April 24, 2008 №387 «On some questions of the Ministry of Finance of the Republic of Kazakhstan "PI" Administration of Committee for work with insolvents of the Ministry of Finance of the Republic of Kazakhstan on East Kazakhstan region» and PI «Administration of Committee for work with insolvents of the Ministry of Finance of the Republic of Kazakhstan on Pavlodar region» are reorganized by merge in PI «Ertis» Interregional Department of Committee for work with insolvents of Ministry of Finance of the Republic of Kazakhstan» in Semey city (further-Department).

He is Kokchetav region born. Lawyer - jurist. Bachelor of finance. From 1992 till 1997 entered and graduated from day time separating law faculty of the Karaganda State university after E.A.Buketov on speciality "Jurisprudence". 2007-2009 entered and graduated with distinction from Almaty academy of economy and statistics.
Has wide experience of work in the area of jurisprudence.
1998 - legal adviser of a branch of «Agency on enterprises reorganization and liquidations» JSC on North - Kazakhstan region.
1999 - period of trainee in Industry Institute of Italian Republic UNICH (Naples city), on the program of enterprises exoneration TACIS.
2000 - employee of Military - investigatory organs of the Ministry of Internal Affairs of the Republic of Kazakhstan.
2004-2006 - deputy head of Administration of Committee for work with insolvents of Ministry of Finance of the Republic of Kazakhstan on North - Kazakhstan region.
2007 - 2008 - head of Administration of Committee for work with insolvents of Ministry of Finance of the Republic of Kazakhstan on East-Kazakhstan region.

In 23.05.2008 by the order of Minister of Finance of the Republic of Kazakhstan he was appointed head of “Ertis” Interregional Department of Committee for work with insolvents of Ministry of Finance of the Republic of Kazakhstan”.

Official duties of head: to carry out general management of activity of Inter-regional department, to provide control for carrying out of procedures of external supervision, exoneration, bankruptcy proceedings and procedures of liquidation of insolvents without excitation of bankruptcy proceedings, to provide the work on revealing of signs of false and deliberate bankruptcy, to provide conformity of activity of Inter-regional department to the current legislation to carry out other powers according to the legislation of the Republic of Kazakhstan.

Direction of department activity: key object of Department is realization within the competence of control and realization functions in sphere of control for carrying out of bankruptcy procedures (except for banks and insurance (reinsurance) organizations and storage pension funds), and also in extrajudicial procedure of liquidation of insolvents.
Department carries out the activity according to the Constitution of the Republic of Kazakhstan, Laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other normative legal acts, and also the present Position.
Department is a legal person with organizational-legal form - official institution, has presses and stamps with the name in official language, headed note-papers of positioned sample, and also according to the legislation of the Republic of Kazakhstan it has account in organs of Treasury Committee of MF RK.
Department has branches on Ust-Kamenogorsk city, located in Ust-Kamenogorsk city, and on the Pavlodar region, located in Pavlodar city, being separated subdivisions of the Department, located in another place and carrying out all or part of function of Department, including function of representation.

Collective of Department consists of 29 persons: young, vigorous, aspiring perfection of professional skills.Department is headed by head of Department. Head has three deputies.In Department - four sub-departments:

1. Control for performance of bankruptcy procedures Department: control of carrying out of bankruptcy procedures.

2. Rehabilitation, monitoring and external supervision Department Key objects of department: carrying out of monitoring of insolvent enterprises, control for carrying out of rehabilitation procedures, carrying out of liquidation of absent debtors and introduction of external supervision.

3. Financial personnel organizational work Department. Key objects of department: provision of registration policy, organization of book keeping and reporting, coordination of work with Department of document circulation and personnel work.

4. Legal department: legal provision of activity of Department.
