Realization of politics of the President and Government concerning environment preservation of the Republic of Kazakhstan at a regional level that provided stabilization of environmental contamination level in the region

Now there is accounts coordination of the tax and state statistics. We are in the firm belief that emissions of polluting substances in environment will not increase the parameters of 2004.

For 2005:
· 865 enterprises were checked up on observance of requirements of the nature protection legislation.
· By results of checks 292 claims were advanced to the sum of 17,6 million tenge, enforced 14,4 million tenge.
· 650 persons were called to administrative responsibility to the sum of 7,4 million tenge, enforced 6,9 million tenge.
· 2644 sanctions to environmental contamination were given out.

For stabilization of environment quality in the East Kazakhstan region the regional program "Environment preservation of the East Kazakhstan region for 2005-2007" is developed. The program aims at improvement of quality of atmospheric air, water resources, creations of scientific basis for the further stabilization of environment quality as well as increase of ecological education level.
The volume of the means allocated from the regional budget on nature protection measures, made up 765,5 million tenge.

Due to means of the regional budget in 2005 following programs were financed:
· Development of objects of environment preservation - 298,6 million tenge
· Carrying out of actions on environment preservation - 192,2 million tenge
· Establishment of water-security zones and strips of water objects and water-economic constructions - 5,0 million tenge
· Protection, reproduction of woods and afforestation - 246,5 million tenge
· Protection of fauna - 4,6 million tenge.

Within the budgetary program for 2005 due to means of the regional budget it is executed:
On improvement of atmospheric air quality
· The computer model of harmful substances distribution was developed for forecasting of atmospheric air quality.
· Gasoline quality was under control.
· Atmospheric air quality of city is under the round-the-clock control (every three hours).
· Telemetering monitoring system of atmospheric air quality control was developed in the city

On improvement of water resources quality
· Reconstruction sewer ducker across the Irtysh river.
· Realization of the project on arrangement of water-security zones and strips of the small rivers in seven settlements of Ulanski rayon and on the left bank of the Irtysh river of Ust-Kamenogorsk from the railway bridge up to Novoyavlenka village.

For creation of scientific basis for the further stabilization of quality environment
· Complex inspection of the territory of Ust-Kamenogorsk city and health of the population. By results of inspection the ecological passport of the city was developed for creation of effective mechanism with the purpose to control for ecological situation.
· The regional program of management for firm-household waste is developed.
· Gathering mercury-bearing devices and products from the budgetary organizations and the population in quantity - 60000 items.
· Clearing of polluted by heavy metals soils on the territories of Ust-Kamenogorsk with use of local mineral natural sorbents that excepted the hit of harmful substances from soils into agricultural products.

For increase of level of ecological education of population
· The ecological action "Green garden - pure city" involved 4 cities of the region was conducted as a result 1143 trees and 885 bushes were planted.
· The information ecological magazine - year-book "Ecosphere" in quantity of 500 copies was published. The children's ecological newspaper "Green leaf" is monthly published. Film for population informing on rules of safe residing near to Semipalatinsk nuclear range is shot. New sections of exposition are created in the ecological museum.
· Installation of publicity boards on ecological subjects in quantity of 6 items in Ust-Kamenogorsk and 4 in Semipalatinsk.
· Participation in financing of the international forum "Balkhash 2005".
· The Regional forum, scientifically-practical conference and the international student's school "Our common Altai house" were conducted.
· Monthly broadcasting of video-clips and two programs on ecological subjects.
· Public opinion of population of VKO concerning ecology is studied.
· The program "World day of environment preservation" was organized.
· The site "meteo.host.kz" informs on conditions of atmospheric air, water, soils of the region, daily updating of information on atmosphere pollution.

For improvement of bioresources
· Creation of ecological park on the left bank of the Irtysh river.
· Estimation of conditions of wood genetic reserves, development of scientific measure of their preservation in Rudny and Southern Altai.

The analysis of dynamics of resolved emissions, dumps and waste accommodations for 2005 shows their decrease in comparison with the last year on VKO.

The important reason of reduction of coordinated limits on emissions, dumps and waste accommodation for the accounting period in comparison with 2004 is toughening of the requirements and hard work of the Akimats.

For decrease of negative influence on environment the enterprise of the region carry out nature protection measures due to own means:

"Kazzinc" JSC:
· In 2004 putting into the operathin of WSA Haldor Topse plant on recycling of sulfurous gases from lead factories.
· Considerable decreasing in limits on pollution; realization of nature protection measures including neutralization of drainage waters of Ridder GOK, development of the project of turnaround water supply of Ziryanovsk processing plant.
· Pollution prevention of superficial waters and relief of the UKMK industrial site after repair of black oil distribution pipelines.
· Processing of tailings of water purification plants, industrial waste of sulfuric acid production (Rashig’s rings Рашига and vanadic catalyst) in UKMK work cycle for exception of environmental contamination by industrial waste of sulfuric acid section and thermal plant.
· Recycling of mercury-bearing lamps with the purpose of exception of environmental contamination mercury-bearing waste.
· Decreasing of storage of production wastes.
· Decrease of emissions of firm substances.
· Stabile operatopn of the equipments.
· Reduction of harmful substances emissions in the atmosphere with establishment of new filters FVG-T ("Folter" firm – Moscow city).
· Pollution prevention of underground waters after repair of highways of technological solutions, pipelines of chemical protection of water drain system of floors, box equipments.
· Construction of emergency pool PNS №1 of tailing facilities of concentrating factory for prevention of emergency dumps.
· Construction of a site of enrichment and dispatch of tailings on ZDO for decrease in volumes of warehousing of waste.

Expenses for nature protection measures in 2005 on "Kazzinc" JSC:
On atmospheric air protection - scheduled 413,4 million tenge and actual 422,2 million tenge.
On water resources protection - scheduled 64,1 million tenge and actual 64,6 million tenge.
On recycling of production wastes and ground resources protection - scheduled 501,8 million tenge, actual - 531,7 million tenge.
As a whole for implementation of nature protection measures it is spent 1 billion 18 million at the plan of 979,3 million tenge.

"АЕS Ust-Kamenogorsk TES" JSC:
· Decrease in limits is caused also by input in operation in 4th quarter of 2004 ash-disposal area with a full turn that reduced a dump into water objects about 3 million m3 of sewage and accordingly decrease in emission of polluting substances into the Irtysh and Ulba rivers.
· Because of establishment of the emulsifying agents on 14 boilers, after repair dust-gas collectors emissions of polluting substances is decreased.

Expenses for nature protection measures in 2005 of "АЕS Ust-Kamenogorsk TES":
On atmospheric air protection - scheduled 58,1 million tenge and actual 85,6 million tenge.
On water resources protection - scheduled 7,3 million tenge and actual 6,9 million tenge.
On ground resources protection - scheduled 30,9 million tenge and actual 32 million tenge.
In total on nature protection measures it is spent 132 million tenge at the plan 125 million tenge.

"АЕS Sogra TES" JSC:
· Decrease in limits is caused also by input in operation in 4th quarter of 2004 ash-disposal area with a full turn that reduced a dump into water objects about 3 million m3 of sewage and accordingly decrease in emission of polluting substances into the Irtysh and Ulba rivers.
· Decrease in emissions of polluting substances, after installation of intensificator for ash collecting on boiler stations №1.

"IRZK" JSC:
· Decrease in limit of emissions of polluting harmful substances by translation of power installation of coal burning of Shubarkol mine with lowered dust and higher caloric content instead of Semipalatinsk coal that 29 % lowered the presence of ashes in atmosphere.

“AES” JSC:
· Decrease in emissions of polluting substances due to introduction of wet dust collector.

“BZK” JSC:
· Emissions were decreased in 791 ton owing to performance in 2004 of the following nature protection actions: upgrading of flexible-hoses of the first turn of cement mills, reconstruction of furnaces’ tops, construction of cement packing site.

“Bakyrchik GP” LTD:
· Use of turnaround water from tailing dumps for technological needs of the plant that stopped dump of sewage from tailing dump.

“Semey-Vodokanal” GКP:
· Starting-up and adjustment works on construction of 1st turn of clearing constructions (an electric and mechanical part) came to end and construction of 2 turns (biological and clearing), with introduction of new technologies on sewage treatment is conducted.

Branch of VostokKazMed of Kazakhmys Corporation LTD:
· Construction of water drains on industrial sites of VostokKazmed branch that has liquidated the dump of polluted superficial waters from industrial sites into reservoirs.

· Communication with public associations and mass media.

· Administration regularly and according to the plan conducts the work on ecological education of population VKO. Significant attention is paid to interaction with mass media, formation of positive image of the administration, distribution of ecological knowledge, and also cooperation with nongovernmental ecological organizations.

· On April, 12, 2005 a solemn ceremony of opening of ecological museum and landing of trees on Avenue of territorial administration of environment preservation (Ulba Embenkment), Solnechnaya street) in support of the program of planting of the country "Zhasyl el", declared by the President of the Republic of Kazakhstan. Akim of the East Kazakhstan region Khrapunov Victor Vyacheslavovich took part in these actions. Now on the avenue of environment preservation administration there is a tree planted by Akim of the East Kazakhstan region. There was a press conference of head of the territorial environment preservation administration Mr. Turlykhanov K.B., on carrying out of the large-scale ecological action "Green garden - Pure city".

· On September, 15 there was a press conference "Results of work on ecological education during the summer period. Implementation of the program "Zhasyl el" and presentation of the East Kazakhstan information-analytical year-book "Ecosphere" and youth ecological magazine "Grani".

· In support of the program "Zhasyl el", declared by the President of the country in the Adress to the people, administration actively worked in a direction of improvement of territories of cities and settlements of the region, showing a personal example and calling the population to join in process of environment improvement surrounding them.

· For realization of the Concept of ecological safety of the Republic of Kazakhstan for 2004-2015, the Program on development of small cities of MOOS the competition among small cities "Ecologically pure city" is declared. Competition is dated to the World day of environment protection. Cities took part in competition: Ayagoz, Zaysan, Ziryanovsk, Kurchatov, Serebryansk, Shar, Shemonaikha.

· According to the measures plan on ecological education during summer vacations the experts of VKO territorial environment preservation administration and Department of education VKO spent out measures for schoolboys resting in camps. Lectures were included in the program of out actions on ecological subject which contained such basic concepts as: ecology, ecosystem, influence of environment on health of a person. Besides reading lecture game with students, quizes were conducted, children were offered to express the opinion on problems of ecology, their vision on environmental problems’ decisions, documentary film "Seventh continent " about the nature of the East Kazakhstan region was shown.

· Actions included large improving vacation spots of children in vicinities of cities of Ust-Kamenogorsk, Bukhtarma, Tainty lakes. Out groups visited camps "Matrosova", "Zoya Kosmodemyanskaya", "Satpayev", "Sasha Kovalyev", the out action spent together with Office of Public Prosecutor East-Kazakhstan region in boarding house "Imperial valley" children's home "Umit", devoted to decade of the Constitution of the Republic of Kazakhstan.

· Also meetings, conversations with workers of regional administration in camps of Semipalatinsk were interestingly and fruitfully conducted.

· In administration the ecological museum was opened. Together with Department of education of the region the schedule of work of the museum was made.

· According to the schedule of work of the ecological museum, experts of the department conducted lectures in two languages for schoolboys and students. For today 107 lectures were conducted.

· Employees of the administration read lectures on modern ecological conditions of environment in VKO for schoolboys, students. Th work begun with preschool establishments.

· For organization of system work on improvement of experts’ preparation quality of ecological structure, within the conditions performance of the Memorandum of interaction and cooperation, signed between МООS and VKGTU after D. Serikbayev on the basis of administration is conducted the work on creation of faculty branch "Ergonomics, labour safety and environment" of the East Kazakhstan state technical university after D. Serikbayev. The Contract about opening of the branch and regulations about stationary branch of letting out faculty on the basis of VKO TUOOS was approved.
