Nurgaziyev Askar Kisayevich

Born on September 8, 1956 in Katon settlement, Katon-Karagai district, East Kazakhstan region. Graduated from Ust-Kamenogorsk Pedagogical Institute with a bachelor’s degree in history and pedagogics – teacher of history and social science, methodologist of educational work.

August 23, 1978 - December 1, 1981 - teacher of history at secondary school No. 33, Ust-Kamenogorsk city;
December 2, 1981 – March 26, 1992 - worked in Komsomol, Party and Soviet agencies;
April 24, 1992- July 31, 1993 - vice-chairman of Birlik cooperative, director of small enterprise “Senim-Doveriye”, senior research assistant at Ust-Kamenogorsk Construction and Road Institute, Ust-Kamenogorsk city;
August 2, 1993 - July 3,2006 - head of domestic and social policy department of the head’s office of Ust-Kamenogorsk city administration, head of domestic policy department of Ust-Kamenogorsk city akim’s office, head of domestic policy and social sphere department of Ust-Kamenogorsk city, head of public institution “Domestic Policy Department of Ust-Kamenogorsk city”;

On November 10, 2015 is appointed head of East Kazakhstan people’s Assembly Secretariat.

Official duties

1. Providing work planning of the secretariat.
2. Providing interaction with other departments of Akim’s Office of the region.
3. Making proposals in activities of regional akimat and Akim’s Office of the region.
4. Submitting drafts of regulatory legal acts of akim and akimat of region within competence of the secretariat.
5. Monitoring of application of the official language and other languages of the people of Kazakhstan.
6. Coordinating Friendship Houses, ethnocultural associations, members of Assembly.
7. Analyzing the activity of the Secretariat, making offers for its enhancement.
8. Performing systematic supervision of activities of state agencies within the competence of the secretariat.
9. Advising akim of region and his deputies on interethnic issues.
10. Involving information and scientific institutions, expert-analytical structures, independent experts in the work of the secretariat.
11. Controlling over nomenclature of records of the secretariat.
12. Initiating creation of working groups for implementing of orders of the Chairman of East Kazakhstan People’s Assembly.
13. Conducting personal receptions of citizens within the competence of the Secretariat.
While performing his functions, the head of the secretariat is obliged to follow internal work regulations and to refrain from taking any actions, according to the current legislation.
