Zaisan was founded in 1868 as a military post for rayon support and administration. In 1876 A. Bern the author of well-known work "Animals' life" and his colleague a famous scientist doctor O. Finsh journeying around the Western Siberia were in Zaysan and wrote in the book "Journey in Western Siberia": "Zaysanski post rapidly developed in a settlement. The place itself impresses its broad streets, brick houses, a small wooden church with belfry, a large school building for kirgizs".

Caravans went through the local Chinese customs. The trade was gradually developing. Church schools were opened, post road was built and yurts for coachman were stood in every 20-30 kilometers till Kokpektinski stanitsa. In 1893 Zaysan got a city status. So, near the low mountains Kishkentau, on the threshold of the Sauyrski mountain range, at the end of sunny desert the frontier town was appeared. The town is named after the ancient lake which due to the beautiful legend also is known as the Lake of the clinking bells.

Irrigating lands were suitable for farming. Local residents - Kazakhs - basically sowed millet and wheat. They eat the products of cattle breeding and fish, as well as millet and wheat.

In the last quarter of XIX at the beginning of XX centuries Zaysan city was a dispatch point for many expeditions explored the central Asia. There N. Przhevalsky, V. Roborovsky, P. Kozlov, V. Obruchev, V. Sapozhnikov and other scientists-travelers began and finished their expeditions. 

Later on in the city park the bronze bust of N. Przhevalsky in honour to "the traveler of all times of people" was erected.

The town grew and became a trade centre. There were appeared the irrigating lands, brick houses, stores. The residents brewed beer and soap. And in 1900 the first steamship was launched on the Irtysh river that was the great event in the krai life due to which the connection was established with other cities on the Irtysh river and stations, the trade exchange as well as with China provinces increased.

The territory of the district is rich in coal, oil, shale oil, minerals, healing mud. Geological coal reserves with high calorific value make up billion of tonnes, shale oil - 4 bln. tonnes. Zaysan shale oil maintains 18% of pitch and 32% of the volatile matter.

It is supposed to recover about 100 mln. tonnes of oil in the central Zaysan cavity.

Water is the basis of life. The reservoir "Uydene" built in 1967 allowed to irrigate 13 000 ha. of land, and its two powerful turbines supply the considerable part of residents with cheap electro-energy. Owing to the water, power and natural recourses as well as residents' perseverance the rayon became attractive one for investments in agriculture, enterprises on its products processing.

The production of producers' co-operative "Kyzyl-kiya" dealing with maral-breeding and pantocrine procurement has a great demand on the world market and purchases by pharmaceutical firms of Southern Korea, Hong Kong. The farm "Daryn" of T. Razkhanov is engaged in cattle-breeding, crops and melons and gourds growing.

Television facilities as high as 225 meters transmit a lot of TV and radio programs. 

From 1891 in Zaysan city an international customs "Maykapchagai" has worked. It provides as well the trade with Chinese People's Republic.

The tourism is also developed. The mountains are covered with forest where a lot of wild animals and birds. Lakes and rivers are full of fish. A hundred yeas ago there were tigers, wild camels, Przhevalsky's houses, saigas, dziggetais as well as bustards, hazel grouses, eagles. Climatic conditions allowed to grow vine, apples, water-lemons, vegetables. Flanks of hill are full of barberry, currants, hawthorn as well as a hundred of herbs. There is mineral water of great quality in artesian source of Dzhemeneyski deposit.

There were born P. Vasilyev is the author, Maldybayev is the first pilot of Kazakhstan Zh.; B. Zakiyev is an lieutenant general being in command of frontier arms of Kazakhstan, V. Golovshenko is the hero of Soviet Union, O. Kakeyev is a chief producer of National theatre.

The nature is beautiful with picturesque banks of rivers, people are courageous and industrious.
Zaysan rayon occupies the south-eastern part of the region territory. It borders on Chinese People's Republic in the south and east, on the Tarbagatai rayon in the west. In the north the border comes on the Black Irtysh river and Bukhtarma reservoir. Administrative centre is Zaysan city situated in 480 km. from the oblast centre Ust-Kamenogorsk city, in 348 km. from railway station "Zhangiztobe" an din 70 km. from "Tugul" settlement's wharf. The large part of the rayon is situated in Zaysanski and Tchiliktinski cavities.

Mountains occupy less than a half of the territory, they spread over the southern part of the rayon with ranges Sauyr and Manrak.

Sauyr mountain range is situated in south-eastern part of the rayon. The top picks of Sauyrski range the mountains Muz-Tay (iceberg) reach 3500-3816 m.

Climate of the rayon is sharp continental. The territory ranges from desert-dry steppe and tundra-meadow zones which are characterized by:
Desert-steppe meadow zone - summer is dry and hot, winter is not snowy but sever. Annual amount of precipitation is 281 mm. Annual temperature of the air is -4C°. In winter is as cold as -50C°, in summer +46C°. Non-frost period endures 130-150 days.

The snow covers the land in the second quarter of November, and melts in the first days of April. Average height of snow cover is 20-30 centimeters.
