GENERAL INFORMATION

1.1. History of region. The East Kazakhstan region was founded in 1932, in 1997 Semipalatinsk region was attached to the territory of the region. Administrative centre is Ust-Kamenogorsk city that was founded in 1720, it is located on a place where the rivers Irtysh and Ulba meet.     
In the region there are 15 districts, 10 cities and towns, 754 settlements and villages, 254 rural and aul areas. As of January 1, 2015 the population of the region made up 1395000 people. The population density on average on the region made up 4,9 inhabitants per 1 sq.km. As of January 1, 2014 the ethnic composition of the region is the following: the Kazakhs - 58,4 %, the Russians – 38,0 %, other nationalities - 3,6 %. 

1.2. Geographical position. For today the territory of the region makes up 283,300 sq.km. (10,2 % of the territory of Kazakhstan). Ust-Kamenogorsk city is 1038 km distant from Astana city and 1068 km from Almaty city. The East Kazakhstan region is situated in the north-eastern part of the Republic of Kazakhstan. The region borders the Pavlodar, Karaganda and Almaty regions, Altai Territory and Altai Republic of the Russian Federation, People's Republic of China.  
1.3. Environmental and climatic conditions. East Kazakhstan region is a unique region in regard to the environmental and climatic conditions, having steppe, deserted as well as mountain and taiga landscapes. The north and east parts of the territory of the region are situated in the foothills and mountain ranges of the Western, Central and Southern Altai which contain in their interior the richest stocks of nonferrous, precious and rare earth metals. To the south of the Altay Mountains there is Arid Zaisan hollow, bordered on Saur-Tarbagatai ridge in the south. The southwest and western sides of the region are presented by Kazakh small hills. Hilly plains of the Kalbin Mountains prevail in the central part. The forestry occupies 11,9 % of the territory of the region. Basically forest areas are located on spurs of ranges of the Altay Mountains. The dark coniferous forest spreads here. Deciduous and mixed forests occur in the bottom belt of the forest area. Belt pine forests in the northwest of the region are of special sight. In all, flora of Rudny Altay numbers more than 1000 species, and that of fauna – 300 species of different kinds of birds, about 100 species of mammals. In the forestry and steppes there are an elk, a mountain goat, an argali, a kabarga, a roe, a wolf, a bear, a lynx, an ermine, a weasel, a sable, a polecat, a kolinsky, a fox, a hare. A maral (a red deer) is in the upriver of Bukhtarma. There is a wild boar in the foothills, on the banks of the rivers and lakes.    
1.4. Minerals. In the territory of East Kazakhstan region there is a plenty of the explored deposits such as minerals with the stocks providing needs of the region in the mineral resources: nonferrous metals (Ridder-Sokolny, Tishinsky, Maleyevsky, Nikolayevsky, Artemyevsky, Orlovsky, etc.), gold (Bakyrchiksky, Suzdalsky, Mizek, deposits of the Kurchum river, etc.), rare metals (Bakenny, Belaya Gora (White Mountain), Yubileiny (Anniversary), Akhmetkino), coal and coal slates (Karazhira, Kendyrlyksky, Bobrovsko-Belokamensky), nonmetallic feed (refractory raw material, expanded clay and aqua-gel, limestones, brick and cement loams, glass raw material and building materials); as well as underground mineral and potable water (Ust-Kamenogorsk, Leninogorsk, Bogatyrevsky, Kulujunsky).

23,4% of balanced lead reserves, 44,4 % of zinc reserves, 44,5 % of copper reserves from the average republican stocks are concentrated in the territory of the region.

In the territory of the region there are 256 objects of exploitation of Subsoil Resources, including: gold – 38, nonferrous metals – 29, ferrous metals – 1, minerals – 2, widespread mineral resources – 151, coal – 3, hydrocarbon material (oil) – 1, subsurface water – 22 and not dealing with exploring and mining (tailing pits, ash-disposal areas) – 9.

Now licenses are issued to domestic and foreign investors and contracts are concluded on carrying out of geological exploration and exploitation on the most part of deposits of minerals. Deposits: Ridder-Sokolnoe, Tishinskoe, Maleyevskoe and Grekhovskoe are worked by the mining enterprises of “Kazzinc” Ltd. Deposits: Orlovsky, Nikolayev, Shemonaikhinskoe, Artemyevsky, Yubileino –Snegirikhinsky, Aktogay – by the enterprises of “Kazakhmys” Corporation.     
Within the framework of the Program of Mineral Resource Complex Development of RK for 2010-2014 the republican budget allocated for geological survey:

2010 – KZT541 million; 2011 – KZT436 million; 2012 – KZT990,945 million; 2013 – KZT586,583 million, 2014 – KZT2254,218 million. Implementation of this very program is completed.

The prospect evaluation survey that was executed during this period, allowed to achieve growth  of reserves of  gold (Maralihinsky site, it’s approved 240,000 tons of ores and 873,9 kg of gold of C2 category), polymetals (Selection site) and of copper (Bala-Urpek, Kanshoky). Reports are under completion at the following sites: Selection, Bala-Urpek, Kanshoky.


1.5. Water resources. The territory of the region is rich in water source, with more than 800 rivers over 10 thousand km. length. The main water-way is the Irtysh river with a great amount of inflows (4248 km in length, 1311 km. within the region) - mountain rivers such as the Ulba, Uba, Karakaba, Kaldzyr, Kurchum, Narym, Bukhtarma and other ones. In the region there are such big lakes as, Zaisan, Markakol, Alakol, Sasykkol. Besides, there are a lot of small lakes, reservoirs and the Bukhtarma is the largest one. In the rivers there are a pike, an orfe, and a sazan, in mountain lakes and rivers – a taimen, a grayling, a trout, a peled, in the Markakol Lake – an uskuch, a bream.
East Kazakhstan region is famous for large stocks of underground waters. The total amount of natural resources of underground waters in mountains makes up 10 bln cubic meters.

Climate of the region is sharply continental, with the high amplitude of daily, seasonal and mid-annual variation of air temperature. The coldest months - January and February with monthly mean temperature from - 17 °С up to - 23,8 °С below zero in the north in the Ore Altai mountains both in high-mountainous hollows and from -14,1°С up to - 16,6°С below zero in mountains of the south side. The warmest month - July, its monthly mean temperature is from +14°С up to +16,6°С above zero, at heights of 1000-1500 m. above the sea level - 0°С, just above temperature is in the foothills and in the plain part. A unique and various natural environment of the region can promote active development of tourism at corresponding investments. 

1.6. Infrastructure.  East Kazakhstan region has the developed industrial infrastructure which is presented by all basic types of transport: railway, aviation, water and automobile. Railway transport connects the regional center with such cities and towns as: Semey, Ziryan, Ridder, Ayagoz, Shemonaikha. The main railway branches leading beyond the region are – “Zashita-Lokot” (Russia), “Semey- Lokot'”, “Semey-Almaty”, “Aktogai-road Druzhba (Frendship) (China).
Two airports function in the region, located in Ust-Kamenogorsk and Semey cities. Private enterprises are carried out the passenger and cargo transportation on navigational routes (“VIRP” Ltd, “Irtyshtranc” Ltd) and Ust-Kamenogorsk cargo port of low power.   There are two lines of ferry transportations of passengers in the area of Kaznakovka settlement and Ulken Naryn settlement.
Automobile and railway transportations account for the greatest volume of transportations of cargoes and passengers. Highway transportation transports 89,9 % of cargoes, railway - 10 %. The volume of passenger transportations by motor transport makes up 96,2%, railway - 2,5 %, aviation – 1,3%.

Highways of the general usage are of great importance in realization of domestic transportations, their condition and level of development influence on economic indicators of the region. The length  of highways of the general usage makes up 11835,8 km, including roads of the republican value - 3414 km, local - 8421,8 km. The hard-surface roads make up 3052,6 km, gravel - 354,4 km,  unpaved  roads – 7 km of the total length of the republican roads. The length of the hard-surface local roads makes up 4038,12 km, gravel - 3620,13 km, unpaved  roads - 763,5  km. 

1.7. Specialization of economy of the region. The region is the developed industrial and agricultural region of the country.

The industry of the region, except for its predominant branch - nonferrous metallurgy, is also presented by enterprises of mechanical engineering, electric power industry, chemical and woodworking industry, light and food industry, and production of building materials.

Alongside with development of the industry, the environment and climatic potential of the region allows to develop the agriculture. Districts of the region specialize in livestock and plant-growing production.

Along with the developed key specialization, the region has a unique tourist potential. The basic priority zones of tourism development are identified,  according to which districts of the region will be specialize in:

1) health-related tourism – Katon-Karagay, Urjar districts

2) Alpine, sports and hiking tourism – Ridder town;

4) hunting tourism – Kurchum district;

5) rural tourism – Ridder town, Kurchum, Katon-Karagay districts.

Besides, one of competitive specializations of the region is production of fuel for nuclear energy and nuclear researches.

2. Brief results of social and economic development of the region for 2014

2.1. Industry. The industrial output for 2014 made up KZT 1098,1 billion that up by 10%, compared with the level of 2013.

The index of actual volume (IAV) is higher the average republican level since 2010 and in 2014 made up 100,2 % (ranking the 10-th in the Republic), that is at the level of the republican indicators.

The mining industry takes 9,3 % in the industrial output. The volume of production of the branch made up KZT102,5 billion, that up by 6,2 %. IAV - 86,6%, that 13,1 per cent below the republican level. The share of the mining industry fell from 10,1 % to 13,4%.

2.2. The Agriculture. The volume of gross agricultural output made up KZT 294 billion, that up 2,4% compared with the level of 2013. The index of actual volume - 101,9%.

It is produced 238,800 tons of meat (up by 6,6 %), milk - 757,700 tons (up by 2,4%), eggs - 154,4 million tons (up by 7,4%).

The livestock of cattle increased by 2,3%, horses - by 5,7%, birds – by 4,4%.

The livestock of sheep dropped by 0,6%, goats – by 4,8%, pigs – by 25,7%.

2.3. Small business. As of January 1, 2015 the quantity of active subjects of small and medium business (taking into account for individual businessmen and farms) made up 77423 units, the quantity of people working in this branch as of September 1, 2014 made up 203,800 persons and increased by 1,1 % in comparison with the similar period of the last year. The output of products (works, services) as of September 1, 2014 made up KZT394,5 billion.

2.4. Decrease in administrative barriers. Realization of the Pilot project for optimization and authoring of authorization documents and licenses, including rendering state services, and also decrease in administrative barriers at the local level is provided within the framework of the Memorandum, signed between NDP “Nur Otan”, Akim of East Kazakhstan region, Ministry of Transport and Communications RK, National Economic Chamber of Kazakhstan “Union-Atameken”. It is revealed 36 local and 115 republican administrative barriers. On the basis of the year results 3 administrative barriers are cancelled at the local level and 2 administrative barriers at the republican level.  

2.5. Investments into the fixed capital. The volume of investments into the fixed capital made up KZT345,5 million, that up by 14,7% compared to the same period of last year.

In terms of financing sources, own means of enterprises represent the high percentage  and made up 52,4% (KZT180,9 billion), means of the republican budget represent 13,5% (KZT46,8 billion), the local budget - 4,5% (KZT15,4 billion), credits of banks - 1,9 % (KZT6,7 billion), other borrowed funds - 27,7% (KZT95,7 billion).

Significant funds of the total amount have been invested in the industry - 62,3% (KZT215,1 billion), in the processing industry - 12,3% (KZT42,4 billion), in the mining industry and quarrying - 36,9% (KZT127,4 billion), transport and warehousing - 7,8 % (KZT27,1 billion), electro-, gas-, pair-supply and air-conditioning - 9,7 % (KZT33,5 billion), operation with real estate - 7,3 % (KZT25,1 billion), in education - 4,3 % (KZT14,8 billion), agriculture, forestry and fishery - 4,3 % (KZT14,8 billion).

Commissioning of new housing for the accounting period increased by 7,6% compared to the same period of last year and made up 313,500 sq.m. of total area.

2.6. Trade. The volume of retail commodity turnover for 2014 made up KZT563,8 billion, which is in comparable prices by 16,3% more compared to 2013. The volume of wholesale commodity turnover made up KZT690,8 billion.

The foreign trade turnover on the region on the basis of the year results made up $3263,7 million or 4,2 % less compared with the same period of 2013, including export - $1961,5 million or 5,5 % less, import - $1302,3 million or 2,2 % less. The balance has been positive to the sum of KZT659,2 million.

2.7. Infrastructure. The amount of 7 855,0 million kWh of electricity was generated in 2014, 7 394,6 million kWh of grid output, consumption made up 8 201,5 million kWh. 

Realization of the project to upgrade the present capacities of boiler-houses and TPP was continued in the Energy Complex in 2014. Realization of the project to replace the turbogenerator of the station No.1 at Sogra TPP in order to increase the electricity generation, to cover the energy shortages and to reduce in the cross-flow of transmission lines from other regions was completed that allowed to increase the electric capacity of the station up to 75 mW and generation of the electricity up to 439 million kWh per year without an increase in the emissions into the environment. The turbogenerator No.11 was upgraded too with increasing in its capacity up to 120 mW at “AES Ust-Kamenogorsk TPP” JSC. Reconstruction of TPP-1 and RK-1 is continued in Semey city. The installation of the turbogenerator No.12 at “AES Ust-Kamenogorsk TPP” JSC has been startedThe.

In the system of rural water supply, the centralized water supply coverage  is 67,7 % of the population, 32,2 % of the population use water from groundwater and surface water sources, and also 0,1 % - trucked in water.

About KZT27,0 billion was allocated from the budget funds for four years of realization of the Ak Bulak Program. KZT7,33 billion, including - KZT3,0 billion for 15 rural objects was allocated in 2014 from the budget funds under the budget program “Ak Bulak” for 29 objects of water supply and waste water system. 17 objects have been put into service, including 10 – rural ones. 270 km of networks are constructed and reconstructed in 2014, the water pipeline for the first time is constructed in 5 villages for 3,900 people.

The centralized water supply system functions in 332 settlements of 754 of the region: 10 cities, 3 settlements and 319 villages.

The water pipeline for the first time is constructed in 39 villages for 35,000 persons, over 9700 km of networks are restored owing to realization of the Ak Bulak Program for 4 years.

260 objects of condominium are repaired due to the allocated funds from the republican budget within the framework of the project on repair and thermo-modernization of apartment houses for 4 years (2011-2014).

KZT589,3 million is allocated from the republican budget funds in 2014 for repair of 65 apartment houses. Only 60 apartment houses have been repaired because of the refusal by housing owners. In 2015, 11 apartment houses are planned to repair due to the republican budget to the sum of KZT190,3 million.

Repayment from housing owners, for the repair of common property of objects of condominium in 2011-2014 makes up 85 %.

The total amount of the expired costs of the budget of all levels and own means of the municipal enterprises for preparation for the heating season 2014-2015 made up KZT23,5 billion, that up by 8 % compared to the past year.

Major efforts have been done on sanitation in all settlements of the region according to the decision of the regional akimat from April 5th, 2014 No.77 “On carrying out of activities for accomplishment, gardening and sanitation of settlements of the region”.  

Results of sanitation activities: 5790,9 kilometers of streets and roads; 443,9 ha of territories of parks, squares; 2412 domestic territories of apartment houses of objects of condominium; 1330 territories of schools and institutions of culture. 349 sites provided for solid household waste recycling were brought to satisfactory condition, 320 unauthorized waste disposal sites were liquidated, over 168,000 cubic metres of waste were removed. It is planted 210,700 young plants and bush, it is organized 120,200 square meters of flower beds.

304 monuments, obelisks and the nearby territories were repaired and improved.

2.8. Education and youth policy. There are 235 preschool organizations and 590 mini-centres in the region. Preschool education coverage in the region made up 98,2 % that up by 0,8 % compared to the last year.

There are 69360 children in preschool establishments, including 35514 children with the Kazakh language of instruction. Today in the region there are 825 kindergartens and mini-centres, including 502 with the Kazakh language of instruction; an educational process in the official state language is organized in the mixed kindergartens in 237 groups for 7044 children.

3 kindergartens for 370 places are constructed in 2014 within the framework of realization of the Balapan Program: in Beskaragai district for 90 places, Zaisan district for 140 places, Urjar district for 140 places.

17 private preschool establishments for 1439 places are opened: in Semey city for 192 places, in Ust-Kamenogorsk city - 530 places, in Tarbagatai district - 162 places, in Zaisan district - 80 places, in Ulan district - 50 places, in Kokpekty district - 60 places, in Ayagoz district - 120 places, in Ziryan district - 245 places.

4 buildings for 840 places are returned: in Ust-Kamenogorsk city - 420 places, in Tarbagatai district - 50 places, in Zaisan district - 125 places, in Ziryan district - 245 places.

6 schools are reorganized into the complexes school-kindergarten for 253 places in Urjar district, Shemonaikha district, Ulan district.

Additional groups are opened in 9 operating kindergartens for 440 places in Ziryan, Ulan, Urjar, Shemonaikha districts, in Ridder town, Semey city. It’s opened 167 groups of mini-centres for 2657 places.

In the region there are 676 schools, including with intellectual directions: Nazarbayev Intellectual Schools with physical and mathematical, chemical and biological directions and the International School Nur Orda.

33 objects of education, including 21 schools are put into service (including instead of emergency-18), 3 kindergartens, 3 annexes; 6 objects of education are reconstructed.

9847 graduates that made up 68,4 % participated in the Uniform National Testing (UNT). UNT average score on the region made up 78,04 %, that 5,64 points higher than in 2013.

150,600 children and teenagers, including 32,800 in the countryside were covered with recreation and recovery during summer period. Average coverage with recreation and recovery made up 98,7 %.

37,400 children were covered with schoolchildren’s employment. Average score makes up 24,5 %.

In the region, the number of low-income family children makes up 24,200 children, and 20,000 of them were covered with summer holiday that makes up 82,7 %.

In the region there are 35 summer health-improving camps.

In the region there are 81 colleges (47 state, 34 non-state), attended by 38,800 students, 5642 graduates are employed in 2014.

The quantity of all students, trained for the state account on the region makes up 18343. The state order for preparation of experts for 2013-2014 is formed on the basis of applications of employers under the state order and makes up 7438 places, that up by 10 %.

KZT117,5 million from the regional budget and KZT324,1 million from the republican budget is directed to purchase the equipment students to undertake laboratory-practical works.

2.9. Health care and sports.

KZT50,6 billion is directed to the health care in 2014.

It has been constructed a district hospital in Glubokoe settlement of Glubokoe district, a children's antitubercular hospital for 80 beds in Semey city and 12 family outpatient clinics in settlements of the region. The third stage of the Radiological Centre in Semey city, the Regional Blood Centre in Ust-Kamenogorsk city, emergency stations in Semey city are under construction.

32 objects of health care are overhauled to the sum of KZT1071,0 million. KZT4968,5 million is directed to material and technical equipment of objects of obstetric aid and childhood, cardiosurgery, Emergency Medical Services, Emergency Call services. The sanitary vehicles fleet in medical establishments of the region is constantly updated, so that for the last year 117 units to the sum of KZT304,5 million were purchased.

It is installed the computerized informational system of medicinal provision (ISMP). According to the ISMP portal, 170,100 persons received free medicinal assistance at an out-patient level for 44 kinds of illnesses to the sum of KZT6,3 billion.

In 2014, the deficiency of the medical staff in the region makes up 153 persons, which 45 per cent below compared to 2013 (in 2013 - 334 persons). In 2014, 217 physicians arrived, that up by 5,3 % compared to the level of the last year.

Mini-diagnostics centers, equipped with the modern diagnostic equipment, continue to operate in 3 towns of the region that allowed to reduce the flow of patients in the regional diagnostic centre by 11 % for this year as well as to improve availability of rendering of diagnostic services to rural dwellers and to provide treatment places for urban population on the most demanded types of researches.  

The telemedicine centres are organized in 8 districts of the region, 1613 tele-consultations took place for the accounting period, that up by 65 % compared to 2013.

The new direction - the transport-based medicine (mobile clinics) has been established in the region within the framework of interdepartmental interaction.

6 mobile complexes are functioning in the region, for the accounting period 85,2 persons are examined in 161 distant villages.

6 medical and rescue points along highways are placed and function on hazardous sections of major roads of nationwide significance in Zharma, Beskaragai and Ulan districts.

The air ambulance - as the most mobile system to provide the population with emergency medical care has been further developed. In 2014, there were 482 visits, including 218 by helicopter and 264 by ambulances.  

Within the framework of the Program of Cancer Care Facilities Development for 2012-2016, it has been set the model of financing of oncological treatment by a principle of the global budget by assisting cancer patients financially to cover the monetary needs for their treatment, including expenses for medicinal support at all levels. In the region there are 6 types of screenings to reveal oncological diseases, all types of screenings revealed 177 patients with cancer, the 5-year survival rate of patients made up 50%, mortality rates from malignant neoplasm decreased by 3,7%.

Socially-relevant indicators show stabilization, in comparison with 2013: maternal mortality decreased by 51,7%, infant mortality (in a place of death) - by 15,6%, disease incidences of tuberculosis - by 19,4%.

The coverage of people who systematically practise physical culture and sport in the region made up 30,1% (399,854 persons) of the total population, that up by 5%.

In the region there are 3132 sports facilities.

62 sports facilities are put into service, including the Combat Palace, the Track and Field Arena in Ust-Kamenogorsk city, sport and recreation centers in Zharma and Abai districts, 112 football fields, 34 hockey boxes, 8 sports grounds.

Over 4000 sports-mass and sport-recreation activities were held with participation of 750,000 persons. The picked team of East Kazakhstan region won the 1-st team place in the V Games for Prizes of the President of the Republic of Kazakhstan.

Besides, in 2014 sportsmen of the region showed worthy results on the world sports arena, namely:

In the World Universiade 7 hockey players from the region as a part of the picked team of the country won silver medals; Marina Matrosova is a bronze medal winner in ski relays, Sergey Malyshev, Gennady Matvienko and Alexander Malyshev - gold winners in ski relays. 12 hockey players from the region won a bronze medal in the World Championship Among Youth Under 18. At the Freestyle Skiing Europe Cups, Paul Kolmakov - silver and bronze medals in mogul.

2.10. The budget. During the reporting period, the state budget revenue made up KZT196,6 billion, execution - 98,6 %, that up by 107,1 % compared to 2013 or KZT13,0 billion.

The budget of the region has received KZT77,0 billion of incomes, 98,7 % of the annual plan, that up by 109,8 % compared to 2013 or KZT6,8 billion.

As of January 1, 2015. The operating budget of the region is executed to the sum of KZT265,1 billion, or 99,1 % to the plan.

Attractive directions for investments in East Kazakhstan region.

East Kazakhstan is the unique region by all standards, including attraction as an investment and increased commitments to mutual cooperation in numerous sectors of economic activity.  

The region has the diversity of minerals in the interior of the earth: nonferrous and ferrous materials, precious, rare and rare earth metals, hydrocarbons (coal, coal slates, oil, gas), nonmetallic feed and mineral waters. However the geological exploration has been conducted up to now at a depth of no more than one kilometer of the earth's crust, and the confirmed stocks at this depth, at separate deposits, are exhausted, and there is enough at the rests ones to provide available capacities for 20-25 years.

For this reason, carrying out of powerful geological exploration on prospect, especially at the sufficient depth where there is a possibility of revealing new huge and unique deposits of minerals is necessary for development of economy not only of the region, but also Kazakhstan as a whole. 

The industrial sector of the region, where a key economic branch is nonferrous metallurgy, has raw materials orientation. In the average republican volume, the specific gravity of lead, manufactured in the region makes up 98,4%, zinc - 96,6%, affined gold - 56,1%, affined argentum - 15,7%, titanium, magnesium, tantalum, beryllium and fuel for nuclear power stations - 100 %.

There is a huge potential on manufacture of final products from these products where the basic part of the added cost can be concentrated in the region. But at the same time, in the region there are no enterprises, concentrated on output of the final products, necessary for development of economy not only of the region, but also Kazakhstan as a whole.

The region has assembly facilities for assembling of cars, buses and tractors where, starting from a unit up to a screw are imported, that is why there is a sharp necessity of establishment of production to manufacture utilities for these assembly facilities.

About 30 % of the territory of the region is covered by forests consisting of fir, larch, fir tree, cedar, aspen and birch with concentration of about 70 % of commercial timber of Kazakhstan. At the same time, the woodworking branch which once was well developed, but today has considerable decline and demands restoration.

Two investment projects for processing of small-scale, low-quality wood within the framework of FIIDP (Forced Innovative Industrial Development Program) are expected to be implemented with a view of development of small and medium business using the resource potential of the forestry of the region realization. This is the construction of OSB Boards Production Plant of “Melisa” Ltd and reconstruction and development of woodworking, plywood production enterprise of “Favorite” Ltd which realization would be continued until 2017. 

The region has inexhaustible potential of energetic opportunities. About 70 % of the annual volume of electrical power production (nearby 7,3 billion kWh) is generated by hydroelectric power plants, and the other - by heat power plants.  

But at the same time, today the shortage in the electric power makes up nearby 1,2 billion kWh which is going to increase proportionally with the growth of economy of the region if not to establish additional capacities.

The major important artery is the Irtysh River and its inflows still have sufficient potential of generation of necessary energy, especially as the cost price of its generation is much cheaper, than those of heat power plants, and only this region has such an opportunity among other regions of Kazakhstan.     

For this reason, it is necessary to construct medium and small hydropower stations on the rivers of the region. Simultaneously there should be realized other projects using in this direction of other alternative (renewable) sources of electrical energy generating (sun, wind).

The agriculture is one of the developed sectors of economy too. Increase in efficiency of pastures is very important in this direction for increase of efficiency of animals.

However, many pastures are not fully effective because of low water-bearing nature. In this connection, for cattle watering, they have to be provided with water through drilling of deep wells.

The agriculture of the region has basically a cattle-breeding direction, and there are rural districts which are exclusively engaged in cattle breeding. But at the same time, there are practically no enterprises with deep processing of cattle-breeding production in these districts.

The processing equipment and technology at those enterprises for processing of agricultural production do not meet current requirements and require for reconstruction and modernization.

The infrastructural complex of the region has sufficient development, but at the same time there are certain problems which have to be solved through state-private partnership as the important investments are required. For example, it is necessary to construct the bridge across an isthmus of Buhtarma Reservoir in order to establish permanent links of the population of the northwest districts of the region with its southeast part and the regional centre with the shortest way, to construct several bridges and overpasses in the regional centre to unload the transport flows and to improve the environmental conditions in the city, to resettle the population from the industrial area of Ust-Kamenogorsk city to the left-bank part in order to  enhance the enabling environment for this group of the population, to recover the river shipping line with the purpose of rational usage of transport opportunities of the region, to construct a railroad line Shar-Maikapchagai with the purpose of establishing a transport ring in the east part of the territory of the region to provide access to distant districts and conditioning of development there new productions, to construct Bulak Hydroelectric Station and a number of small hydroelectric stations to reduce the current growing shortage in electric energy and to enhance the competitiveness of products.

Besides, within the partnership relations, there are unlimited opportunities to construct objects of education, health care, culture, social protection, tourism and sports.

5. Realization of the Forced Innovative Industrial Development Program of the Republic of Kazakhstan for 2011 - 2015.

The Program of Territory Development of East Kazakhstan region for 2011-2015 and similar programs in all 19 administrative and territorial units of the region, and also Action Plans for their implementation are approved and launched in 2010 with the purpose of realization of this very Program.

Now the Industrialization Map of the region includes 76 projects worth KZT846,2 billion, over 25,000 jobs are planned to create.

46 investment projects to the sum of KZT221 billion have been realized since implementation of the Industrialization Map. It is created over 8,000 jobs.
