Ratings of akims of East Kazakhstan region on agro-industrial complex to be reviewed

About the rating of the work of akims of cities and districts on improving the development indicators of agro-industrial complex of East Kazakhstan region for the first half of this year 

The rating is based on 22 indicators that comprehensively cover the main areas of the agro-industrial complex and are closely connected with the Regional Development Agribusiness Programs of districts, approved by the akimats of cities and districts. The main goal is to increase the labor productivity and 2.5 times increase of the export of processed agricultural products by 2022.

Monitoring for the first half of the year was carried out according to 16 indicators, combined into 4 main blocks: macroeconomic indicators for the development of the agricultural sector, the development of crop production, the development of livestock and the development of the processing industry. According to the results of the monitoring, the largest agricultural development indicators were noted in Abai, Ayagoz districts and Altai town, and the lowest agricultural development indicators according to the results of the first half of the year are observed in Ridder and Semey cities, Kurchum, Kokpekty and Katon-Karagai districts. Despite the positive dynamics in certain areas, there is the failure to reach program indicators as a whole. 

- You can not formally relate to this issue. Akims of cities and districts need to better address the possibilities and aspects of the agro-industrial complex of the territories they are responsible for”, Danial Akhmetov said. 

Ridder town only achieved 39.5%. For the analyzed period, they didn’t ensure the growth of gross agricultural output. The failure to achieve these indicators contributes to insufficient work on the development of crop production.

- In Harvest 2019, the town’s farms did not apply mineral fertilizers, poorly digitized fields (86%), pastures (70%), hayfields (42%), the machine and tractor fleet are not updated, - Vladimir Gailamazyan explained.

In Katon-Karagai district - only 40% of the planned norm, and also did not ensure the growth of gross agricultural output. For the current year’s crop, a total of 22 kg of mineral fertilizers was applied per 1 ha of sown area, when the scientifically based rate is 101.6 kg / ha.

Here, the plan for the cattle breeding was not reached either (plan - 34%, fact - 29%).

There are milk and grain processing facilities in the district, but according to statistical data these capacities are not loaded, and because of this, only 4 points are scored out of the maximum possible 21 points for the processing unit.

Semey city scored 41 points (only 41%) out of the maximum possible 101.

- In Semey city there is the potential of processing capacities for all types of agricultural products, as well as the potential of land and water resources, the availability of markets, developed road transport infrastructure, due to which the district has the opportunity to increase the production of agricultural products and its processed products. However, the city does not fully use the available resources,” said Vladimir Gailamazyan.

Also, Kurchum district (44%) and Kokpekty district (45%) were included in the list of those who did not reach the planned norm. Inadequate work of the akimats of these districts creates risks of the failure to achieve program indicators this year.

- Ratings of akims of East Kazakhstan region will be reviewed. All the problems that stand in the way of the agriculture development of East Kazakhstan region must be resolved, we must not remain uninvolved in the process of work that we oversee, everyone must understand the problem issues and features of their city or district. Which plant varieties are actively taking root in East Kazakhstan, which seeds are more profitable to buy, and so on”, Danial Akhmetov summed up.
