He was born in 1953, Kazakh by nationality, native of village - Besaryk of Zhanakorgan rayon, Kyzylorda region, has higher education. In 1977 he graduated from the Alma-Aty institute of national economy on speciality «Economy and logistics planning», he is given the academic status of the senior lecturer.

His labour activity he started as a worker of Zadarinsky state farm of Kyzylorda region (1969-1971); served in army (1971-1973). After graduation of institute he worked as an economist of the Republican management of gostrudsberkass (1977); economist, leading, senior economist, deputy head of a department of Finance Ministry of KazSSR (1977-1988); head of plan-finance administration, head of GlavPEU, deputy minister of education of the Republic of Kazakhstan (1988-1993); deputy head of a department of the President machinery and Minister cabinet of the Republic of Kazakhstan (1993); deputy head and head of finance department, work and social protection of the Administrative office of the Cabinet of the Republic of Kazakhstan (1994-1995).

He worked as head of the Cabinet machinery of the Republic of Kazakhstan (1995); akim of Kyzylorda region (1995 - 1999); akim of the South-Kazakhstan region (1999 - 2002); Chairman of customs control Agency RK, Vice-minister - Chairman of customs control Committee of the Finance Ministry of the Republic of Kazakhstan (2002 - 2006); Deputy head of the Prime minister Office - Representative of the Government in Parliament of the Republic of Kazakhstan (2006 - 2007); Vice-minister of economy and budgetary planning of the Republic of Kazakhstan (9.02.07-27.08.07).

Since August 27, 2007 held a post of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.
He was awarded with «Kurmet» order (1999), "Astana" medal (1998), medal of "10 years of Independence of the Republic of Kazakhstan» (2001), medal of "10 years of the Constitution of the Republic of Kazakhstan» (2005).
Since March 4, 2009 he was appointed akim of the East Kazakhstan region.

Akim of the region accepts citizens once on the first Tuesday of a month from 15 o'clock.

Carries out general management of the region. Represents interests of the region in mutual relations with the state agencies, organizations and citizens.
Submits to heads of central executive authorities presentation about activity of territorial divisions of the central state agencies, concerning execution of laws, acts of the President and Government of the Republic of Kazakhstan, acts of regional akim and akimat by them. Brings corresponding conclusion to the President and Government of the Republic of Kazakhstan, if territorial divisions of the central state agencies do not eliminate defects in their work, concerning execution of laws, acts of the President and Government of the Republic of Kazakhstan.

Brings to the President of the Republic of Kazakhstan presentation about rewarding by the state awards, conferring honorary titles and other ranks to corresponding persons.
Brings in regional maslikhat presentation on conferring the rank of «Honorary citizen of region».
Appoints to a post and dismisses the following officials: deputy region akims in coordination with the authorized superior state agencies, head of machinery and heads of its structural divisions, heads of agencies financed from the regional budget.
Solves questions of application of disciplinary responsibility measures according to the legislation of the Republic of Kazakhstan to heads of executive agencies, financed from the regional budget, and also to akims of rayons (cities of regional value).
Coordinates the work of akimats and akims of rayons (cities of regional value).
Cooperates with institutions of local government through akims of rayons (cities of regional value) and with “National company SPC “Ertis” JSC.

Submits on approval of regional maslikhat schemes of management of an administrative and territorial unit.
Presents on approval of regional maslikhat of personal structures of consultative-advisory agencies, concerning interdepartmental character.
Interacts and coordinates activity of Council of public members.
Participates in signing of contracts, and also in control for their execution together with the authorized state agency of the Republic of Kazakhstan on privatization, rent, sale of enterprises, deposits and other objects of state ownership.
Carries out the control for inferior akims activity.
Carries out interaction with Public Prosecutor’s Office, court, departments of internal affairs and justice of the region, National security committee, Agency on struggle with economic and corruption criminality (financial police), administration of Legal statistics committee and special accounts of General Prosecutor’s Office of the Republic of Kazakhstan on the East Kazakhstan region, administrator of courts on the East Kazakhstan region, with agencies of military administration of parts and units of Military forces, internal security troops and Frontier Service of the Republic of Kazakhstan.

Chairman of: the regional budgetary commission, coordination council on crime fighting, corruption fighting commission, commission on the state symbols, coordination Council on further development of the official and other languages EKR, coordination council on forced industrial development of the East Kazakhstan region.
Carries out other powers according to the legislation of the Republic of Kazakhstan.
